Adverse Credit Information -- Kept In UK Only?

If a UK resident is refused credit facilites at home is there any world-wide system of 'black-listing' if he or she goes abroad to work and then applies for credit in the new country? Or does one effectively start with a clean slate? Also, some foreign banks offer credit cards based on a deposit system even if the applicant is refused at home. Some sound a bit dodgy ... anyone have experience with these?

These cards are generally scams. You send your money to them and you never see it again.

Possibly, possibly not. There is quite a market for credit cards issued by foreign banks that don't report anything to the UK Inland Revenue... quite legitimately if you are of a foreign domicile living in the UK, perhaps less legitimately for people who have offshore money but want to spend it in the UK.
