No. You can usually agree a split of the commission with an ifa who should do an annulal appraisal, for what that may be worth. (might be an excuse to get you to switch funds so he gets more commission.)

No, but offer a similar service for £35pa and rebate all initial (~1-5%) and annual commissions (~0.5-1%) received from and unit trusts/ OEICS you purchase within the ISA.

But in any case, it is better to go to a fund supermarket such as Fidelity or Skandia etc., and pay one initial fee but then have access to loads of fund managers so that an ISA switch shouldnt then be necessary.
Or look at Investment Trusts and Exchange Traded Funds (ETF) which have always offered lower charges. How to OEIC and UT charges compare to them these days ? I don't take any notice of them anymore.
Alliance Trust is another well regarded ISA provider that allows freedom of choice /
