Bicycle Insurance wordings

Are there any (cheap) insurance company that provides bicycle insurance to cover cycling for commuting (as opposed to racing, etc.)? According to my Google Search, all websites seem to link to

I am actually a little confused. According to

(E&L Insurance), an excess of 10% of the claim, with a minimum of 49 is payable. But according to

which links to E&L Insurance, "Cover for fire, theft, accidental loss and damage to the insured bicycle and specified accessories up to 100% sum insured value.". In the actual T&C at

"The policy excess applies to this section." is dotted around everywhere, but no mention of what the actual excess is!!

is equally confusing "3.15 Marring, scratching, scuffing, denting, or any other cosmetic damage which does not impair the function and performance of the Bicycle, shall be restricted to a maximum of 20% of the total value of any approved claim exceeding 100" "1.17) Minimum Claim - means any claim of less than 100."

These 2 clause together seems a little contradicting! Does it effectively mean, if some vandals scratch my bike and it costs 99.99 to repair, then I can't claim, and if the damage costs 100 to repair, I could only claim 20 ??
