If purchasing a building that was used as a place of work and having a annual rates bill of 24000 per year .
If i then convert this place into a home , would i just pay the local council tax on the property??????

You'll need planning consent first for residential use. Good luck. Councils are very reluctant to allow industrial premises be converted to residential.
If empty, unless they're offices or a shop, you'll also be exempt from business rates.
