There is nothing fishy about this. There is a contact us page, WITH LIVE CHAT. Not sure why you would say there is no contact information?? Contact information usually means things like telephone number, email address and postal address. A commercial website that doesn't provide all of these is automatically suspect. In particular, a site offering financial services that doesn't even tell you where the company is based is almost certainly a scam of some sort.
In this case, the site claimes to be a bank located somewhere in the Carribean, yet the domain is registered to an organisation in Seattle, and the website apears to be hosted in Seattle as well. Coincidentally, your post comes from an IP address which looks as if it might be in that area too.
What's even more amusing is that the site claims to be a bank that offers complete online banking as well as Mastercard accounts - and yet, if you try to place an order, you have to pay by Paypal!
If this website was operated from the UK, then it would be breaking a whole raft of laws related to the financial services industry. I'm pretty certain that it's illegal in the US, as well.
It's hard to believe that anyone would be stupid enough to fall for this scam. It's equally hard to believe that anyone could be so stupid as to think other people will fall for it.
