Controlling Internet accounts

I am thinking of starting an online account, but the only way of controlling this account is online. I am dependent on an Internet service that is supplied by another person. If they decided to cancel their account how could I control my account?

a) get your own internet account, or

b) find someone else with an internet account you can use, or

c) access the internet - and your bank account - at a public library or internet cafe

Personally, I would not entertain the idea of an online bank account unless I had direct control of a method of accessing the internet.

Or work out to put a password on their router?
