Insurance declaration for off-road cars in New Year?

I seem to recall hearing about a regulation which starts in the coming New Year to do with insurance for off-road cars.

I think the regulation said the owner has to make a declaration that the car is not being driven and therefore needs no insurance. Similar to the SORN declaration for no road tax.

Does anyone know any more about this insurance requirement?

Does anyone know its correct name so I can Google for it?

nearest I could find easily is this: The new offence of keeping a vehicle without insurance means that a motor vehicle must be insured at all times, even if sitting on a driveway or locked up in a garage.

This is in addition to the existing offence of keeping or using a vehicle on the road without insurance by introducing continuous insurance as another tax on drivers.

You can be exempt from the new offence by SORNing your vehicle, (which is free at present though the government has consulted on introducing a fee for SORN).

So as long as you have sorn on the vehicle there is no problem if it is uninsured.

I wonder about the several vehicles I have which have not been sorned as they were untaxed when the sorn system came in. (hence you don't get a sorn/tax letter)
