Limiting card card usage

At work, I'm in the process of arranging a new contract for our Corporate Credit Cards. One of the 'services' that most providers offer is the ability to restrict card usage to only being able to buy from shops or business' of a certain type (ie, only supermarkets, or petrol stations or DIY, etc), or limiting the amount that can be spent on it in a day (although there may be a relatively high credit limit), or restricting the card from being used overseas, or cardholder not present transactions.

Why on earth can't the issuers offer the same 'service' to the normal domestic credit card holders. If people could restrict use of their cards by setting the options of where they would use the card and where they wouldn't, I'm sure fraud would decline substantially as cards would simply not work or immediately get referred so the person trying to use the card could validate it with the card issuer. It seems bizarre that banks don't offer this type of service.
