Anyone know what's happened to National Savings?

Both those addresses work fine for me, and they now offer online purchase (hooray!).

Maybe it's a local 'net problem. Actually, given that you're posting from NTL, almost certainly a local 'net problem. If you're on cable, you might want to check out Robin Walker's excellent cable modem page for tips on setting up an explicit proxy. I find this fixes many of the "missing site" issues I used to have.

I have a current issue with ntl where I cannot access certain websites - I know it must be an ntl problem because I can access them fine if I dial up via another ISP - but given that using another ISP costs me dial up charges I am not happy to do this. Does anyone know if any info exists on proxy servers for ntl dial up customers?

Might be worth your while trying Robin's proxy finder links anyway.

Something that's not obvious to non-techies is that you can use *any* proxy you like that's reachable. If you decided to use, for example, inktomi1-cam.server.ntl.com, port 8080 (that's a one, not an ell, before the dash, by the way), there's probably nothing stopping you. It's just that if you're not in Cambridge there'll be a slight additional routing delay.

(General note: if your name's not "LynLyn", please don't configure that proxy yourself, I wouldn't like to see world+dog killing the performance of my local machine.)

As a fellow NTL sufferer, I can tell you that randomly various things - such as DNS servers and particularly the mail server - go AWOL. My solution is not to set up a proxy, but just to do something else for a couple of hours until they have fixed the problem!

Try posting to one of the ntl newsgroups - e.g. ntl.discussion.broadband.cm.
