Thats because its not what happens.You can apply for a mortgage before you've found a house, if the chain is 'complete' but no one in it knows if they can borrow what is needed for their purchase, its somewhat of a virtual chain. Same goes for solicitors, searches, suveys etc (if the search turns up the fact that the house is being demolished next year, or the survey that its subsiding, maybe the buyers will change their minds)?
