I think it is too.
Despite my many criticisms of the Inland Revenue I do think people are unfair when they complain about the size of their help notes and leaflets. I think everything should be explained adequately and as long as they have good referencing, contents and index then people can just pick the relevant part to read.
I also think that some of the constant requests for a simplified tax system are unfounded (I emphasis "some"). Accountants will always use loopholes if they are there so the rules have to be watertight.
