If I am UK VAT registered, and purchase some software from a US online store - can I claim it back? When I go to the checkout it certainly says I'm going to be taxed 17.5% on top of the base price.

I've never even bothered to try. AFAIA, the USA does not operate a VAT/IVA system and US retailers certainly don't issue VAT receipts showing their VAT number etc.

if they are charging VAT they'll be capable of issuing VAT receipts, probably by using EU processors for the transaction.
Ask Customs & Excise help line,from memory there is a "reverse charge" procedure for such things.

What can one say? Give 'em a call.
IMHO If they charge VAT, they have to give a valid VAT receipt.
But preferably if you furnish a VAT no. they shouldn't charge VAT.

If you can show that you are a VAT registered business, they shouldn't charge VAT. You have to account for it yourself using the reverse charge rules.
Errm
If it is a US online store, is it possible that you are not paying VAT at all, but Federal (and possibly state) taxes?
