Nah, at the "usually quite high" (i.e. usurious) rates he's no doubt thinking of charging, he can afford to borrow the requisite dosh on his credit cards...

You need a consumer credit licence, which you can get from the Office of Fair Trading. Provided you don't have a criminal record, that is usually quite easy to get.
