All depends how they want to spin it. They pick the highest/lowesta as they see fit.

So who reported RPI and not CPI ?

Certainly not the government, that would give the wrong spin, as explained above. When the next uprating of pensions and benefits are declared, which use RPI, they'll probably try further spin by claiming this is more than their current preferred rate, even though for most of those claimants, their personal rate, being overly represented by energy and transport costs, is far higher. rate Tiddy Ogg.
