Generally you would get licensed with whatever agency you plan to work under (licensed plumber, see the plumbing board).
Bonds are nothing more than an insurance policy. Not all insurance agencies handle bonds though, so call around. Start with who you currently have insurance through, if they can't accommodate you , they can recommend someone.
