Cancelled Inter-store transfers

We have an issue with stores requesting stock from another store and then cancelling the transfer; but the store transferring out has already processed the transfer so they are unable to cancel it. The same sort of situation arise when the actual physical product doesn't arrive at the destination. One such occurance happened this week when a product was transferred to store #23 but physically arrived at store #06. As it turns out store #23 no longer wanted the item and store #06 did but store #05, who transferred the item out transferred it to store #23 and store #23 received the transfer in but with a qty of 0. In the meantime, store #05 did another transfer out to store #06 who is keeping the item. But now store #05's inventory is out of wack because it has transferred the item out twice in RMS but only physically sent the item once. Anyone have an idea on how to handle these situations. We've tried telling the stores not to commit the transfer until the driver is picking up the product but this "policy" won't take care of the above situation... is there a way to edit a transfer once it's in transit?
