We use Dynamics for accounting currently and are looking at upgrading our POS software. Does RMS interface customer information with the POS system so that account balances/credit limits are visible(enforceable) on POS and all billing can be done through Dynamics?

There is an integration between Dynamics GP and RMS SO. (Store Ops) But the integration is only at GL (General Ledger) level.
You might want to look at 3rd party add-ons for integration.
