How to set a surcharge if they don't buy by the pound

I have an item code (ex 1b) which represent bolts. When we enter that code it prompts us for the price. But the thing is this we have a set price for different bolts when they buy per pound, but I want to create an option so that if they don't buy by the pound they pay 20% more. (Ex. 3/4 pound, 20% more of the 1 pound price (2.49, etc).

If its asking for a price, how would RMS know to increase it?

If your people are looking at some kind of price list, make another column for the clerk to enter.
