Product Key Issue

We have an issue with an RMS product key. We have installed RMS with the product key successfully and then uninstalled it and tried to re-install it. This time round the product key was not accepted. I understand that in normal circumstances, you activate the key by phone. However, in our case the activate by phone option is disabled.

We contacted Microsoft and were passed from operator to operator endlessly and without success. Does anyone know the specific number we have to call for activating our key? We are based in Malta
