Receipt templates

I have a receipt template that has been customized to be in English and French. My issue is with the Footer lines, in some installations the text does appear and in others it does not. I have looked over many of the installations and have no idea why this occurs.

I went over the settings in both the properties of the receipt and in the xml code but there is something that is missing for it to print out.
