Could anyone tells me how to active this HQ Manager-Reports-( CUSTOM )

Look in the .../Headquarters/Reports directory
make a copy of one of the files and rename it using this convention:
Custom - My Report Name.qrp
Note the spaces around the hyphen - they have to be there!
Restart HQ Manager and the Custom menu will now be active and you will see a report listed under it.
.qrp files are just text files - you can customize them by editing them in notepad. You should always make sure you have a backup copy of the originals before you start modifying!
