SelCriteria allows you to add to the WHERE Clause the report uses. TOP is part of the SELECT Clause. Active Reports don't allow you to modify the SELECT,so there's no way to plus a TOP into it.
You could create a View that incorporates the TOP keyword. See the Item Movement History report for an example of building a View and using it as the report source...

Well, it's not exactly broken, it just returns all of the records. They can be sorted, but you are going to see all of the results, not just the Top 10 or whatever. This actually makes the report more flexible, as you can reverse the sort to see your bottom sellers as well as the top.; you can also see as many of the top records as you are interested in - you may always want to see top 10, someone else may want to see top 25. Maybe the report is just poorly named.
