I have about 7 items that are taxable. Can I have some items in a dept taxable and others not?

Just assign whatever tax code you want to those specific items. Tax assignment has nothing to do with Departments or Categories.

Have you defined your Sales Taxes and assigned them to an Item Tax yet?
