You have to upgrade from MSDE (SQL Server Desktop Edition), which is based on SQL Server 2000 to SQL Server 2005 Express Edition.

Check the readme file for RMS 1.3. MS Recommends that you uninstall MSDE before installing SQL Express rather than trying an upgrade install. Obviously, backup your database first!
Getting RMS to connect to SQL Express on a remote computer is not as simple as it should be.
If you need to do this, try it in a test environment first. The SQL Express install and configuration is more complicated than MSDE - especially if you will access the database from multiple registers!
