How do I set Quicken 2007 Deluxe to show average month expenditures on (ie.) phone over a given period of time?

In Q2008 and Q2009, I think the closest you can come is a
Spending > Current Spending vs Average Spending by Category
report. I don't know if that's available in Q2007. It can compare current month spending to average monthly spending for the last 12 months, for example. The options for comparison are fairly limited, and vary depending on what period you call "current".
