Category List Usage Column Count Does not Match Full Category Report

More likely, the op is misunderstanding Quicken's special treatment of the "_DivIncTaxFree" and "_IntIncTaxFree" categories. Why the op apparently made no effort to verify the category counts for other categories is not clear.
What the op is seeing has been true for as long as I can remember, and the Category List count is correct.
The original poster supplied a largely grayed out subset of a report, which the op alleges proves the point that the Category List category count is wrong. But even though the report data is nearly grayed out, it is possible to see that NONE of the displayed transactions are assigned the category "_DivIncTaxFree": they are all assigned the category "_DivInc". The basics would be the same if the op had included a report for "_IntIncTaxFree", where all the actual categories shown in the report would have been "_IntInc" (*).
The two TaxFree categories are utilized by Quicken for investment transactions for TaxFree securities that require categories; but Quicken does not place the TaxFree category in the transaction. Instead, there is either some flag set for the transaction that tells Quicken reports that the transaction is for a TaxFree security, or the reports lookup the security in the Security List to determine that it is TaxFree.
Quicken has always treated the _TaxFree investment categories as described above.
When you begin in the Category List, and a _TaxFree category shows a zero transaction count, clicking on that zero will not display any transactions. That should be a dead giveaway that there are no transactions recorded with that category.
[ (*) The only way I know to have transactions containing the actual "_ ... TaxFree" categories is if the user enters such a transaction directly. That probably explains the user's observation that the _IntIncTaxFree category shows 7 transactions in the Category List, but "100's" in the report. Seven of those "100's" are likely transactions where the user manually entered "_IntIncTaxFree" in the transaction category field; the rest of those "100's" are transactions where the user did not (and likely, could not) enter the category (such as an investment account Interest Income transaction for a tax-free security) - where Quicken entered the category.]
