How can I setup one transaction to transfer funds to many savings goal accounts?

The original poster is correct: you can't transfer funds to a savings goal in a split.

I don't believe transfers to multiple savings goals can be done with "one transaction".

[I also tried using a Scheduled Transaction Group; that too failed. Which I find strange, because Scheduled Transaction Groups don't enter "split transactions"; they enter an individual transaction for each Memorized Transaction in the Group. But when I clicked "Enter" on my Scheduled Transaction Group containing two memorized transactions for two different Savings Goals ... no transactions were entered. Nothing happened; no error message ... nothing.]

One way I can think of for the op to achieve the desired result is to create one Auto-enter Scheduled transaction for each savings goal.

[I think Quicken should display the error message that the op displayed, when ever Quicken is refusing to enter multiple savings goal transfers - Quicken should not simply do nothing.] [I wrote this before mshiggins first reply was posted.]

My apologies: I looked in on the Community discussion this morning and saw that the original poster followed mshiggins suggestion and was able to successfully use a Scheduled Transaction Group to accomplish the task.

While what I wrote in my initial post here was what happened, I can not reproduce that problem now.

This morning I have successfully setup a Scheduled Transaction Group for two Memorized Transactions - each Memorized Transaction transfers funds from a checking account to a Savings Goal (each Memorized Transaction transfers from the same checking account, but to a different Savings Goal).
