When reconciling one account, all savings goal transactions appear as unreconciled

In a follow up post, the original poster has now said: "To replicate the issue, use an account in which there are savings goal transactions and attempt to reconcile the account".

Which is pure nonsense, since in both the original post and the follow-up post, the op has made it clear that only ONE account (of several) is experiencing the problem. If the problem is not affecting all the original poster's accounts that contained savings goal transactions, why would it necessarily be reproducible by anyone (much less everyone).

As it turns out, I can document at least one way this problem can "appear" to occur (I tested in Q2020 R30.9) - though the original poster has provided no evidence of what year/release he/she is using or that he/she took the steps to cause the "problem".

In Q2020 R30.09, if you go to Planning > Savings Goals, and click on the small gear-wheel icon (to the right of the Goal name) in a specific Savings Goal, you will be presented with two choices: "Register Report" and "Delete Goal". If you click on "Delete Goal", you will see two more choices: "Remove it from Quicken completely", and "Keep it as a zero balance Asset account for my records".

If you choose "Keep it as a zero balance Asset account for my records", the result will be to change the Savings Goal account to a simple Asset account, and to alter the transactions in the Contribution account(s) from being transfers to a "Savings Goal" account to being transfers to a simple "Asset" account.

When the old Savings Goal account is changed to a plain Asset account, it retains its original account name. And all of the original contribution (payment) and withdrawal (deposit) transactions in the Contribution account will still show the name of the original Savings Goal account in square brackets in their Category field ... but they will no longer be "savings goal transactions". They may look like savings goal transactions, but they no longer are.

The original poster should be able to verify that the transactions he believes are (still) Savings Goal transactions, are not.

In the Contribution account (where the reconcile is allegedly including "savings goal transactions"), clicking on the small gear-wheel icon (the account "Actions" icon) at the right end of the account name row, will display an option to "Show savings goal transactions in register and reports", when ever the account contains ANY savings goal transactions. When that option is not visible, there are no "savings goal" transactions in the account ... regardless of the contents of the Category field of any transaction.

[True Savings Goal transactions can NEVER be reconciled; so they NEVER appear in any reconcile.]
