Here's the script that I wrote several years ago when Windows 2000 was new. That's when the no-sound problem started for Quicken users.
As this .txt file says, first Edit it to change the Quicken file location from my E:\QuickenW to fit YOUR system's qw.exe location. Then change its extension to .reg and, very cautiously, double-click it to have Windows/Vista Import it into your Registry. To see if it worked, go to Control Panel | Sound | Sounds (the exact path varies with Windows version) and see that there is a Quicken heading, following the first Windows heading, with several entries (Activity Bar Item, Click, Delete, etc.).
