If a financial institution supports the Quicken "Direct Connect" option does this include the ability to initiate bill payments and account transfers in addition to transaction download?
Is the additional $9.95/month quicken bill pay option required or do are charges up to the individual financial institution?
Does the "Deluxe" version provide automatic brokerage account updates or is the "Premier" version required?

Whether a FI allows Direct Connect for bill payments & transfers in addition to X'action downloads depends on the FI, not the Q software. The Quicken software itself doesn't require any fees to support DC.
Q Bill Pay isn't a requirement, just an option.
Almost all of the FIs I use provide DC without having to go through a
3rd party (like Q Bill Pay). If you can do that, you configure Q to talk to each FI independently but the Password Vault makes that pretty seamless. Each FI probably has policies that determine whether you get the service for free or whether you have to pay (usually dependent on total of all balances with them, account types, # of accounts, etc). I only use one account for Bill Pay, so I don't need that functionality for all accounts. For the remaining accounts that don't provide DC, I find that it's really not that much trouble to do a Web Connect to get the Transaction Downloads.
Before you pay for any services, I'd see what each of your FIs provides.
As far as Q versions go, I "believe" Deluxe will provide all of the tracking info most users will want. A recent post by "Jim H" says Premier adds some bells & whistles:

I agree with Bartt's comment about checking with your FIs. Many charge for Q initiated bill paying but bill paying on their website is free. The bank will try and charge you unless you tell them you will only be using their free bill paying service.
You may also have to get your FI to turn off the Money downloads and enable the Quicken download. That's when they will try and hit you with a monthly fee so make sure you have figured out how you want to pay your bills & do your transfers. (I do mine online only so that I can make those transfers from any computer with an internet connection. I've even made an emergency transfer using my Touch iPod.

And some fi's that offer Direct Connect and that have free online billpay, do not allow you to send billpay instructions via Quicken ... not for any price.

True as stated; keyword being "tracking".
But Q2011 offers a new investment feature that some users have asked for and only users of Q2011 Premier (or better) can get: automatic download of quotes (every 15 minutes).

If you have lots for banks that you want to issue checks from by using Quicken, Quicken Bill Pay will do it for one fee - even if your bank does not offer its own Bill Pay through Direct Connect. I had seven banks/brokerages set-up when I used this service a couple of years ago. Worked like a charm. But as others have said, investigate what your bank offers before you sign-up for anything.

Thanks for the info. The FI that I want to have issue checks DOES support Direct Connect for bill pay at no additional charge to my accounts. I could not find a lot of documentation explaining the details and I was concerned that I needed to pay Quicken to enable the feature.
For FI's that do not support Direct Connect is the Web Connect a manual login and download from the FI's web site? I see that there are two levels defined by Quicken. "Express Connect" which sounds like an automated login and retrieval and "Web Connect" which sounds like Quicken opens a browser session with the FI website.
As long as the Deluxe version updates my investment accounts that's all that I need. I'll depend on direct login to investment brokers site when I need timely price or fund info.
