I've got Q2008 Deluxe and have the flickering issue. Has anyone with the issue in 2008 upgraded to 2009? I'm curious to see if Quicken resolved the issue.

If you'll go to the Quicken forums on Intuit's website you'll see at least one person said it didn't.
