QP2011: And Old Quicken Bill Pay/OSU Bug Rears Its Head

IIRC this problem was first documented back in 2005. Even though I've never used Quicken Bill Pay, it mysteriously appeared in OSU and wanted a password (which I don't have, because I never even tried Quicken Bill Pay). It was not linked to any of my accounts, either. Still, I can't delete it. This happened to me back in 2005 and was well documented. The fix released by Intuit only worked for some users, but I managed to fix it using some method I can no longer remember.

Well the problem is back. I believe it occurred around the time I upgraded from 2010 to 2011, though I'm not sure. I really noticed the problem with Q2011R4 was released, because when the OSU screen comes up, the cursor is active in the password box for "Quicken Bill Pay," so I can no longer just press Enter to start the OSU session.

Anyway, with today's R5 release update, I see the cursor is still active in that field, so I decided to try to get rid of the onerous Quicken Bill Pay item. I searched the 'net hoping to find an answer, but no joy. I did find the old knowledge base article, but it doesn't help. (I'll post the text below.)

Anyway, I've checked all my accounts, hidden and not, and Quicken Bill Pay is not activated for any of them. The Quicken Bill Pay item also appears in the Online Center (with no way to deactivate it).

Can anyone help with this? It's disheartening to have this problem return after six years in a new version of Quicken, and it sure would be nice if there were a fix. As you can see from the KB article text below, the "answer" is to deactivate QBP from any accounts it erroneously linked to. Unfortunately it's not linked to any of my accounts, so I have no known way of getting rid of QBP.

Possible Cause:Changes to the online banking server were made on Saturday, July 2, 2005 that resulted in numerous issues. If you performed a One Step Update between Saturday, July 2, 2005 and Tuesday, July 5 2005, you may experience any or all of the following problems. The cause of this error has been identified and corrected.

· Quicken Bill Pay is activated for your account instead of your financial institution's bill payment service · Quicken Bill Pay is activated for your account when you should not have any bill payment service activated · Your online payees are missing or the online payee list is blank · You are not able to select a financial institution when enabling a new online account or editing an existing online account

Answer: Deactivating and then activating the online services for your account will correct this issue.

  1. Complete a One Step Update by selecting the Online menu > One Step Update. Uncheck all the options and click Update Now.
  2. Open the Account List by selecting Tools menu > Account List and then choose the View Accounts tab.
  3. Select the first account in the list with Activated in the Online Services column and click Edit to open the Account Details window.
  4. Select the Online Services tab and click the Deactivate button in the Transaction Download section. Click Yes to the "Would you like to deactivate this service?" message box. If you do not have a deactivate button skip to the next step.
  5. In the Online Payment section click the Deactivate button. Follow the onscreen prompts to deactivate your bill payment service. If you do not have a Deactivate button skip to the next step.
  6. Click OK to close the Account Details window.
  7. Repeat steps 3-6 for all accounts with Activated in the Online Services column of the account list.
  8. Open the Account List by selecting Tools menu > Account List and then choose the View Accounts tab.
  9. Select the first account in the list that you use online banking with and select Edit.
  10. On the General Information tab of the Account Details window verify the Financial Institution field has the correct institution. Make changes as needed.
  11. Select the Online Services tab.
  12. Click the Activate button for the service(s) you would like to activate. (Transaction Download or Online Payment) Follow the onscreen prompts to activate the service.
  13. Repeat steps 9 through 11 for all accounts you want to activate for online services.

I've never had the problem, and don't recall reading of it or any fixes for it. But I'll take a stab at a suggestion.

I have a slightly different take on the "solution" in the kb article. While it does say that having QBP activated for an account may be the cause of the problem, the instructions for fixing the problem are not limited to accounts having QBP activated ... the instructions say to deactivate every account that is activated for downloading.

So my suggestion is to - sort of - take them at their (implied) word. Deactivate all your accounts for downloading, then set them back up for downloading*.

[Check to see if you have any hidden accounts still activated for downloading.]

I would add one additional step: when all your accounts are deactivated, make a Quicken Copy of your file and Validate the Copy (and maybe super-Validate a second Copy). If the non-validated file doesn't make things better, you can see if one of the validated files does. If you determine that one of the 3 resulting files is better than the other, you can choose to use that file; you can delete any that provide no benefit.

I would backup before starting; and perhaps for extra insurance, before Validating, and (if you try it) before super-Validating.

[* The deactivate/reactivate process stands a good chance of causing your next download to download many transactions you downloaded in the past. If they are given a Status of "New", there's a fairly easy way to get rid of them.]

Thanks John.

After I posted, I did some more troubleshooting and actually tried most of what you suggest in your response. Unfortunately none of this worked.

I did discover the problem account though. It was my Chase VISA. Only deleting the account got rid of the Quicken Bill Pay item in the OSU dialog. I attempted to export the transactions from my Chase VISA intending to import them into a new account. That ended up being the best solution back in 2005, when we could still export and import using QIF format even with credit card accounts. Now that we must use QFX format for credit cards, I was able to export but not import. I got an OL-221-A error stating the operation could not be completed. But at the bottom of the error window, it was labeled "OL-221-B" instead of "-A" as in the main message area.

After attempting many workarounds, I gave up. I did a year-end copy so that all years prior to 2011 would be pruned from my account. I then deleted the problem account, created a new one, and downloaded transactions for just 2011 into the new account. My new account for

2011 no longer exhibits the OBP issue in OSU.

So ... if there's a workaround for importing QFX files that were exported from the same file, please let me know what it is, as I really didn't want to prune three years of data from my account.

You can select all the transactions in the old account as you would select multiple files in Windows Explorer. Then - in the Quicken menu - click Edit > Transaction > Copy. Open the new account, right-click in the register and select "Paste transaction(s)". Then delete the old account.

[You could also use Cut/Paste, or Move (instead of Copy/Paste); but those usually require you to authorize each reconciled transaction to be "deleted".]

You can still export/import using QIF files.

To the best of my knowledge, you can't export from Quicken to a QFX file.

But you can export to a QXF file ... which is for importing into Quicken for the Mac.

Yeah, except the keyboard shortcuts to Select All don't work in Quicken. I have to Ctrl-Click each transaction which takes an awful lot of time with multiple years of transactions for my most-use credit card.

What's the purpose of allowing us to export in QFX format if we can't then import that same file?
