German Amazon has Quicken 2008 on sale now at
It may have been on sale in Germany for some time now, but the (American) About.com reporter who posted a write-up on July 28, 2007 says: "I will be getting a chance to see Quicken 2008 in action next week but I do not know if it will release before that date or just after."
So Quicken 2008 should be on sale in the USA any day now.
If you goto froogle.com or shopper.com and search Quicken 2008 many small stores online are taking pre-orders and many show an expected a shipping date between 8-10-07 and 8-15-07. So I assume Intuit will offically release it on 8-10-07. Alot of major retailers have also removed Quicken 2007 from there web page which is another indication that Quicken 2008 ship date is any day now last year some retailers were selling Quicken 2006 after Quicken 2007 shipped.

I just called Provantage, they are taking pre-orders and you can see it listed on sale on their Financial software page at:
They said that they have a "non-guranteed" ship date of "mid-August".
Looks like this week or next it will be released.
