Anyone have a solution to this?
When reconciling to a paper statement, transactions that should be included within the closing date window aren't. Various attempts to change the window of the reconcile statement, add/re-enter the various transactions, etc don't seem to work. I seem to recall rebooting (running under XP w SP2) worked in the past, yet don't now. Is there a file I can tweak or delete in QUicken subdir itself. Any help out there?

I can't think of any reason why rebooting would be of any benefit, but who knows.
One reason that transactions may not appear in the reconcile is that their "Posting Date" is outside the range of your statement period.
You can check that by right-clicking a transaction you think belongs in the reconcile, left-clicking "Copy Transaction" and noting the "Posting Date". That date is set by Accepting a downloaded transaction - "New" or "Match".
You can get the "Posting Date" wrong by allowing Quicken to "Match" a downloaded transaction to the wrong register transaction.
