I have to disagree that they're "new" to doing taxes. Ever heard of money laundering? That's how those businesses which have been paying taxes pay them. In my area, many of them are holding themselves out as other types of legitimate (i.e. not illegal) businesses. [Many are also outright evaders.]
As I read it, the article was primarily about individual "caregivers" who had not previously paid taxes.
