Making work pay 2010 - How do I know it was taken

I am doing taxes for a couple of people who jumped around between employers. Its not clear whether the 2010 "making work pay" changes were made in their witholding for 2010. I am referring to the $400 reduction in withholding for 2010 that was enacted NOT the $250 stimulus in 2009. Is there any way I can check to see what was done? Is there any record at the IRS that can be accessed?

Schedule M computation will determine if they are eligible for the credit. It matters not whether withholding was reduced in anticipation.

All Withholding calculations via Pub 15 reflected this credit, whether the taxpayer could claim it or not. The taxpayer needed to adjust their withholding exemptions accordingly.
