Yes, and you can order one with any name you like on it.
does it flag with the online retailer as a regular maestro card or does it flag as a special case prepaid card ?
i mean does it have the same clout as a regular maestro card at places like paypal and ebuyer.com etc ?

When I ordered one they refused to send it to my new address because I failed the electoral register check.
I had to order it at my previous address and hope that RM redirected it (which they did)

Well all maestros are effectively prepaid cards, unless the account happens to have an overdraft facility.
Well as of 6 months ago yes.
They must have changed things then. I had no problems ordering a few different cards under different names, none of which are on the electoral register at my address.
