CCJ or court summons...different?

Does a court summons for non payment of coucil count as a CCJ, i.e. will it be recorded on credit history and effect futher credit-worthiness?

No.

A CCJ is a judgment. The summons is just your invitation to go and explain yourself. The former may affect your credit history depending on the order.

A CCJ is a County Court Judgement. Council Tax cases are heard in the Magistrates Court, and do not appear on your credit file.
