Does anyone have any up to date iinformation on how and when this is likely to take place in England? My father claims to have read a piece in the Times that says it has been abandoned - but I am sure I'd have heard if this was the case.

As has been said, re-evaluation of property is taking place over this year and next, and the new reformed Council Tax, based on that evaluation, will be introduced on 1st April 2007.
Beyond that, there doesn't seem to be much information. Wales is acting as the 'guinea pig' for 'rebanding' and there, the authorities added an extra band for the most expensive properties IIRC. It doesn't seem clear as to whether that's what will happen in England and Scotland.
So, can't be of much help I'm afraid :-)
