I note that many cr cards charge around 2.75% on foreign transactions. Is there anyone who doesnt charge this?.
I'm looking for a card with no annual fee,no commission on foreign transactions and cashback,am i asking too much?

No cash back but the Nationwide CC is a good bet for what you want.
A Nationwide Cash Reward card should fit the bill:
