They do. There's a *big* difference between a refund and a reversal. The former is exactly the same sort of transaction as a sale and, indeed, can be reversed in exactly the same way. The latter is a special transaction type and must be performed within a certain time (more easily measured in seconds than in hours or days) of the original transaction.

CNP merchants are usually more strictly vetted by their bank, and may be subject to more conditions - such as 100% online transactions - to reduce the chance of fraud. Besides, as I stated elsewhere, a refund is processed in the same way as a sale because it's the same type of transaction. It's just that the amount is the other side of zero.
You make the mistake of thinking that rationality and the money-laundering regulations have a relationship.
So, the solution is to tell the shop to do it, and then leave ? Once you've left, it's CNP .
You can't. If you visit the merchant's premises at any stage in the sale process, the merchant is not allowed to treat the sale as CNP. Doing so would be a breach of their contract with their bank or card processor.

Indeed. CNP requires a different contract and different processing facilities; a retailer that doesn't do distance selling at all will have no need for it. Even if they do, it's quite possible - especially in larger chains - that only the online system or call centre will have the facility to process CNP transactions, with the branches all doing face-to-face transactions only.
