This house arrest thing looks very expensive. How will the government fund this? Will taxes have to go up?How will they pay for this idea?

What price can you put on security?
Of course, but don't worry, it'll only be the rich. The rich may have to be redefined downwards a bit -- perhaps to encompass anyone who has a job.
