I bought something on eBay and paid using PayPal eCheque. That means that funds are transferred from my account to the vendors PayPal account.
The clearing time is 13 days (paid 6th April, will be cleared on 19th April). Is that a record for a bank holding onto money?
(PayPal is a bank btw).

No, it is not.
This what paypal's website says:
2.1 Issue of Electronic Money (e-money). The Service is an e-money payment service rather than a banking or escrow service, and we are not acting as a trustee with respect to balances that you choose to keep in your account. We are acting only as an issuer of electronic money (stored value). You are not required to maintain a balance in order to use the Service to make payments although a balance will be created whenever you use the Service to make a payment funded from your bank or card. If you have a balance in your account, you will not receive interest or other earnings on this balance because we are prohibited by law from paying interest on an e-money balance.

Its not paypal, its UK banks. Paypal US clears in like 3 days.
