I cant see that standing up in a court in which a landlord is being prosecuted for the death of some tenants due to poisonous fumes. I think its the first word that is important.

Not necessarily. FWIW, when I arrange for the annual inspection, it is billed as a "service". There's no extra charge for the safety chit (boiler and cooker), but the "service" costs about £70.
To clarify, I should not have used the word "tenant" where it secondly occurs in the above paragraph. The person would be responsible not in the capacity as tenant but as managing agent.
I can. It's the tenth word that's important. There is nothing to prevent a person having two hats, i.e. tenant and managing agent. You'd need to have a proper written and signed management contract, of course, just to be on the safe side.

I don't see why not. It would be unusual, but I don't see it being in priciple out of the question. Eyebrows would, I'm sure, be raised higher in the case of a multiple landlord trying to abrogate responsibility by appointing each of his tenants as agent in respect of the property they occupy, than if a single landlord used a friend to in effect flat-sit while he's abroad. In the latter case it would be quite reasonable for the owner to instruct his friend to deal with everything.
Another example which comes to mind is that an absentee landlord uses a real commercial letting agency, and the agent happens to be looking for a place to live and rents the place to himself.
