Questions about paper rounds

A boy who does a paper round has now turned 16. Does he need to register as Self Employed and do a return etc?

He does not earn enough to have to pay tax or NI, but does he need to do the paperwork?

He is still in full time education.

Can't find a proper answer to this on HMRC site.

He is not, probably, self employed, if he only works for one employer. In which case the employer has to pay him using PAYE. He has to have an NI number and he has to receive the minimum hourly wage.

Except that they don't bother because the amount is (usually) below both the annual allowance for tax and the weekly LEL for NI.

Of course, if the kid has other jobs this won't apply
