I don't know where you have got this idea from

at slightly under 400/km2 we are still way behind:

Bangladesh (1063) Taiwan (636) Mauritius (614) South Korea (487) Lebanon (404)

none of which you could say are too small to be considered "countries". There are additionally 20 piddly states with greater densities.

And at almost exactly equal to The Netherlands and Belgium, it isn't clear that we are the most densely populated in Europe.

But, of course, all of that assumes that England is a country, which it isn't. (UK density = 246)

Maybe not - But India, Japan, Bangladesh, Phillipines and Vietnam are all bigger than the UK (by population), and yet have higher densities according to these lists:-
