stored value credit card

Looking through credit card websites one finds numerous Stored Value, Prepaid, PAYG visa / mastercards, but these all appear to be for US residents only. Is there anything equivalent in the UK, preferably something which doesn't cost too much to setup and run. T-Y.

The closest thing to a PAYG card in the UK is a Switch (soon to be renamed Mastercard Maestro) or Visa Delta card linked to a current account.

The other thing you could consider is

That's not really what I'm looking for because it's linked to a bank account. What I'm looking for is, you buy a £1000 PAYG Visa card, without it being linked to your credit history or bank account, and you spend the money, minus their transaction/monthly charges.

If I read the websites right, these things are common in the States. Anything of the sort in this country?

Never seen anything similar. Would make money laundering and/or fraud a really easy thing, I'd have thought, and perhaps one reason not to be offered. FWIW, I do not understand the problem of card being linked to bank a/c anyway.
