Tax and duty on an unusual import

Hi everyone, I'm looking at importing a mini museum from the USA. It is essentially small samples mounted in resin, and the cost would be in the region of £100-£300 depending on what option I buy. I can't however figure out what the customs and VAT implications would be - does anyone have any ideas?

0% import duty, 5% vat. Plus £10 handling fee normally.

but be prepared to have to pay the full 20% vat to get your goods from the post office, then reclaim it back down to 5% - there's a form you can fill in, google HMRC form BOR286

I've just been charged £7.23 + £8 PO handling charge on a $60 order of

8 historic "press photos" -- prints plus a bit of textual blurb intended to form the basis of an article. £7.23 is 20%. The link provided by Lord Ed om mentions "photos without text or captions" (4911910010) which should be 0%. The nearest I can think of _with_ captions is 4901100000: "Printed boo ks ... whether or not in single sheets", also 0%. Not that the customs decl aration mentions anything other than photos. Assuming that it should be 0%, would I get back the handling charge as well?

I found that myself recently, but nice to have it suggested by someone else too. I'm ok with handling charges etx..
