It is a methodology for optimising usage on web servers.
as far as I can remember from economics at school it is the economics of internal transfers in a firm, I.e. how much one department pays for another departments products, egg in a car firm how much the assembly plant pays for the parts from the other divisions.
don't quote me on it but I'm pretty sure that's what it is!!
