Very stupid question about council tax.

If one has a studio apartment within a large apartment building, I am guessing that the studio would be Band A or Band B - there is no-way the council people would take the size of the entire building into their calculations, would there?

And if you think of a small-ish studio for two people inc seperate kitchen and bathroom, would we guess Band A-C? Thanks.
